We, the members of the Alpha Omicron Chapter of the Alpha Phi Omega Fraternity, in order to secure for ourselves, for the student body of Southern Methodist University, for the youth of the nation and of the world, the blessings that come from the Scout Oath and Law, and to deliver a program of service to the community, do hereby adopt and establish the following Constitution and By-Laws.
The name of this organization is the Alpha Omicron Chapter of the Alpha Phi Omega Fraternity.
This chapter shall be conducted as a service fraternity under the provisions set forth in the Constitution and By-Laws of the National Alpha Phi Omega Fraternity. The purpose of this fraternity shall be to assemble college students in a national service fraternity in the fellowship of the principles derived from the Scout Oath and Law of the Boy Scouts of America; to develop leadership promote friendship and provide service to humanity and to further the freedom that is our nation, educational, and intellectual heritage.
This chapter shall at all times maintain the principles and policies of the National Alpha Phi Omega Fraternity as set forth in the Constitution and By-Laws of the national Fraternity.
The Chapter as Chartered by the National Alpha Phi Omega Fraternity shall be known as a Service Fraternity.
Section 1. Active membership in Alpha Phi Omega shall be open to all students, irrespective of their course of study, their greek affiliation, or affiliation with any other organization, upon the approval of the respective collegiate chapter and after fulfilling the membership requirements prescribed by the National Fraternity and by the chapter. The students to be eligible for membership must be duly enrolled with the University and in good standing.
Section 2. The Advisory Committee shall have the privileges of active membership except the right of voting.
Section 3. Honorary members may be elected at the discretion of the chapter. They have the privileges of active membership except the right of voting and holding office.
Section 4. Life membership in the chapter may be granted to members or former members who qualify for Life Membership in the National Alpha Phi Omega Fraternity.
Section 5. All former members of this chapter graduated or honorably separated from Southern Methodist University shall be Alumni Members of the chapter without voting power and the right to hold office.
Section 6. New members shall be initiated according to the official ritual of the National Fraternity.
Section 7. This chapter shall have the power to expel any of its members for violation of any federal or state law or university policy that would result in possible expulsion from the university.
Section 8. Associate members may be conferred upon Active members who find it necessary to cease full involvement in chapter affairs, because of other commitments of time and effort, and who petition the chapter for Associate membership. Procedures for conferring such status, and rights and responsibilities of Associate members are left to the discretion of the chapter. An Associate Member shall have all privileges of Active membership except the right of voting.
Section 1. The elected officers of this chapter shall be President, Vice President of Service, Vice President of Membership, Pledge Trainer, Public Relation/Rush Chair, Treasurer, Secretary, and any others which may be needed by the chapter with duties as prescribed by the National Office and the chapter.
Section 2. This chapter shall elect such delegates to the National, Regional, or Sectional Conventions as it is entitled to under the provisions of the Constitution and By-Laws of the National Fraternity.
Section 3. Any vacancies among the officers of the chapter shall be filled by the body responsible for the original election.
Section 4. All chapter officers shall be installed according to the installation ceremony provided by the National Fraternity.
Section 5. The Chairman of the Advisory Committee shall be an elected office at the regular semi-annual election and report meeting. In the event that the Chairman finds it necessary to resign his post, the chapter shall have the power to elect a Chairman Pro-Tem until the next scheduled election.
Section 6. The Executive Committee shall consist of the elected officers listed in Section 1 and the Chairman of the Advisory Committee who is to be the official representative of the Advisory Committee.
Section 1. This chapter shall hold semi-annual elections and report meeting on or near May 1 and December 1 for the purpose of receiving reports, conduction elections, and transacting such other special business as may properly come before such a meeting.
Section 2. This chapter shall hold a minimum of two meetings each thirty days throughout the curricular year, the type to be determined by the chapter. There shall also be a minimum of two Executive meetings each month.
Section 3. This chapter shall hold other meetings as may be provided for in the By-Laws. On written request of one-third of the Active membership of the chapter, special meetings shall be called for as provided in the By-Laws.
Section 1. There shall be an Executive Committee of the chapter which shall consist of all elected student officers of the chapter and the Chair of the Advisory Committee. The chapter President shall serve as the chairman. This committee shall act for the chapter between meetings and carry out the duties outlined in the By-Laws.
Section 2. This chapter shall have an Advisory Committee of four or more advisors including, at minimum, two advisors from the faculty, administration or staff of this educational institution, one advisor representing Scouting or other youth services, and one advisor from the community. One of the advisors shall be elected by the Chapter as the Chair of the Advisory Committee and shall serve on the Chapter’s Executive Committee.
Section 3. There shall be a Budget Committee to consist of the President, Treasurer, and two members appointed by these officers.
Section 4. There shall be other chapter committees as needed.
Section 1. The necessary expenses of this chapter shall be met from funds secured through the chapter activities conducted in keeping with the activity and financial policies of Southern Methodist University and the National By-Laws.
Section 2. All funds of the chapter are handled on behalf of the chapter and the National Fraternity, from whatever source and for whatever purpose received, shall be deposited to the credit of the chapter.
Section 3. A monthly statement of receipts and expenditures, assets, and liabilities of the chapter shall be made to the active members of the chapter by the Treasurer.
Section 4. All receipts handled for the National Fraternity such as pledge and initiation fees, life membership fees, and orders for supplies shall be carefully segregated either by deposit or through active bookkeeping and accounting procedure as may be determined by the Executive Committee so that these revolving funds will not be used by the chapter.
Section 5. A budget will be prepared at the beginning of each semester by the Budget Committee. After the presentation of this budget to the Active membership, the Chapter shall vote upon the dues to be assessed to each member.
This constitution may be amended at any regularly called meeting of the chapter with a quorum present upon affirmative vote of three-fourths of the active members in attendance, provided that at least fourteen days prior thereto have had the consideration of the Executive and Advisory Committees, and provided still further that a copy of the proposed amendments accompanies the call for the regular called meeting at which the proposed amendments are to-be voted upon. All proposed amendments shall be submitted to the National Fraternity for the approval before becoming effective in the chapter.
